Dr. Clever Bangwayo is a seasoned Senior Zimbabwean Public Service official, as well as an experienced Zimbabwean diplomatic service professional of more than four decades of progressive service in Zimbabwe’s Public Service.
His PhD Doctoral Research Thesis; Titled: RETIREMENT ISSUES IN THE ZIMBABWEAN PUBLIC SERVICE: FOCUSING ON SENIOR PUBLIC SERVANTS, was chosen due to the topical and ubiquitous nature of retirement issues in Zimbabwe and globally. Dr. Bangwayo’s own experience and expertise in the Zimbabwe government’s Diplomatic and Technical services, has been telling in the entire research journey undertaken to attain this achievement. His various assignments, including in international relations serving as a diplomat, privately – serving in business intelligence sphere (as a passion), while providing Public and Private sector leadership, have been crucial in informing the research processes. The research drew a lot of pointers from his wealth of experience in public service.
Dr. Bangwayo’s career path spans and transcends strategic postings in well developed global capitals, exercising senior leadership roles within the Zimbabwe Government entities, to encompass a wide range of community services. He is passionate about academic research pursuits, of an applied nature, in order to provide practical solutions to public servants when they retire and communities in their yearnings for development. Indeed, his research findings have been lauded as pertinent and applicable in comprehensively addressing retirement issues, not only in the Zimbabwean Public Service, but across Africa and globally.
To achieve this feat, Dr. Bangwayo leveraged and immensely benefited and counted on the expertise and experience of his academic supervisor, Professor Mufarowashe Gunduza. His rigorous research guidance and methodical approach helped immensely in the successful completion of the research. In the process, Dr. Bangwayo gained invaluable knowledge and experience that now enables him to tutor and mentor students at the same institution, with Professor Gunduza’ continued guidance.
CAREER AND SERVICE HIGHLIGHTS.
Part of his work experience over the four decades he has served in government, Dr. Clever Bangwayo has held the following key positions:
Heading the Government Telecommunications Agency, an agency that serves the entire Government entities in Zimbabwe;
Heading the Government Internet Service Provision, responsible for ensuring that all Government entities in Zimbabwe access internet services from a central portal;
Appointed to the post of Deputy Director in Government, responsible for coordinating providing Technical Services across the public sector; and
Appointed to high-level advisory capacities in various Business and Economic Intelligence sectors in Zimbabwe. These appointments span across academic and business sectors in Zimbabwe. These include;
- Membership of the Business and Economic Intelligence Thinktank (BeiTT),
- An Advisory Board Membership of the Global Corporate Security Board, and
- A Trusteeship of the Mt. Carmel Institute of Business and Economic Intelligence.
Dr. Bangwayo, by virtue of these appointments to serve in varied positions and capacities stated above, has gained invaluable experience in the public and private service sectors.
SERVICE IN THE ZIMBABWE DIPLOMATIC SECTOR.
Dr. Bangwayo was posted to the United Kingdom and appointed Counsellor responsible for Consular Affairs at the Zimbabwe Embassy in London.
He was also posted to Botswana and designated First Secretary responsible for Consular Affairs at the Zimbabwe Embassy in Gaborone.
Thereafter he was posted to Tanzania and appointed Second Secretary responsible for Political Affairs at the Zimbabwe Embassy in Dar es Salaam.
Prior to that Dr. Bangwayo had been posted to the then Union of the Soviet Socialist Republics (Russia) as Consular Officer at the Zimbabwe Embassy in Moscow, then to the United States of America as a Consular Officer in Washington DC.
KEY SKILLS DEVELOPED ALONG THE WAY.
During his four decades’ service, Dr. Bangwayo developed service delivery and productivity ethics that ensured the establishment credible performance benchmarks and reliable assessment skills for sustainable progress and reputation;
He has set out to promote revenue and profit growth in government through the introduction of online service payment systems which immediately minimized the face-to-face transactions;
As such Bangwayo has been at the forefront of leading projects’ redesign and products’ Improvement processes in government. He has imparted research skills through coaching and mentoring newly engaged officers in government.
FUTUROLOGICAL OUTLOOK
Dr. Bangwayo cherishes applied research as a panacea to societal development challenges. To do this effectively and sustainably, he encourages a bottom up approach in which the consultation process starts at the grassroots level, rather than from the desks of solution providers in government. These should listen to community needs and proffer tailored solutions, Dr, Bangwayo firmly believes.
He also believes in the efficacy of continual processes’ improvement and development, done through continuous assessment of the effectiveness of already implemented solutions in service delivery aimed to benefit service users; and
He cherishes continuous Innovation in order to ensure that all new services shall be based on perceived user-friendliness and timely rollout.
In conclusion, Dr. Bangwayo firmly believes in lifelong learning as a sure foundation and measure for achieving sustainable development. This is exemplified by his own journey that has catapulted him to earning this Doctor of Philosophy in Business Management through the association of Mt. Carmel and the Indian Management School and Research Center, after four decades of service in government. Dr. Bangwayo is, thus, eternally grateful for having having been admitted to study with these two eminent educational institutions.
